DIP - Throughcare and Aftercare Services
The Norfolk Drug Interventions Programme (DIP) is a partnership of agencies working with substance misusing offenders including the Criminal Justice Interventions Team, Arrest Referral services, CARAT teams in prison and Probation. The programme is intended to provide throughcare and aftercare, co-ordinating and enhancing existing provision and streamlining services to offenders.
'Throughcare' is care provided to a drug misuser from the point of arrest, appearance in court through to sentence and beyond. 'Aftercare' is support for a drug misuser at the end of prison-based treatment, the end of a community sentence or when a person leaves treatment planned or unplanned. The service went live in Norfolk on 18th April 2005.
The DIP programme has brought into existance the Norfolk Criminal Justice Intervention Team (CJIT). The CJIT team is a team of drugs workers with administrative support. The service provides throughcare and aftercare to offenders whose offending is linked to class A drug use. The CJIT act as a single point of contact for professionals who work with drug using offenders, tracking, case managing and working closely with existing agencies, such as probation to ensure treatment needs are assessed and appropriate services accessed quickly.
CJIT undertake/co-ordinate the delivery of the following:
- Development of care plans
- Assessment & referrals to appropriate services
- Access to DIP clinical treatment provisions
- Harm reduction advice, motivational work and relapse prevention
- Referral to non-substance misuse services i.e. housing, benefits, training & employment services
- Support to access primary health care
- Efective, overall care co-ordination
- The provision of an in-reach service at HMP Norwich
- Access to a 24/7 helpline
To be eligible an individual must be:
- Over 18
- Have a Norfolk address or local connection
- Be within the criminal justice system
- Be willing to engage
There must also be a clear connection between their drug misuse and their offending.
